Procedure:

Heat distilled water to 70°C. Blend hydroxypropyl methylcellulose well until it forms a colloidal mixture. Cool to room temperature before adding the rest of the water. Stir well until mixture is free of clumps. Add the remaining ingredients of phase B, mixing well after each addition. Adjust the acidity level to 6.0-7.0 pH with citric acid. Add DMDM hydantoin. Add salt until desired viscosity is reached. Add fragrance and food, drug, and cosmetic (FD&C) dye if desired.

Procedure:
At normal room temperature, mix all the ingredients of each phase in separate clean bowls. Mix phase b to that of A. When mixture is smooth, add phase C while stirring continuously. Follow it with phases D and E. Stir until smooth. Pour in sterilized bottles.
